*Description * Performs complex (journey-level) managerial work administering the daily operations, activities, guidance, and planning for the Area Agency on Aging (AAA) and Aging and Disabilities Resource Center (ADRC) divisions.
Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing and setting priorities, and standards for achieving established goals; coordinating and evaluating functions or department activities; developing and managing department budgets; monitoring budget expenditures and requesting funds.
Supervises the work of others.
Works under moderate supervision, with moderate latitude for the use of initiative and independent judgment.
*Work Performed * * Will be required to actively perform, manage, and engage in activities and functions for the AAA and ADRC Divisions to include but not limited to contract, data and case management.
* Conducts interviews with clients or authorized representatives to assess service needs and gather relevant information.
* Develops and implements service plans, coordinates service providers, and provides ongoing case management, acting as a liaison between clients, client families, and service providers.
Additionally, identifies problem areas, service gaps, and maintains comprehensive client data and progress records.
* Develops and implements techniques for evaluating activities and functions and identifies need for changes.
* Develops and establishes goals and objectives consistent with strategic/area plans.
* Evaluates budget requests, monitors budget expenditures, and makes adjustments as necessary.
* Provides input in the development of new policies and procedures, and monitors compliance with policies and procedures.
* Plans, develops, and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
* Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
* Reviews and prepares management, productivity, and financial reports.
* Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
* Assists with developing long-range and short-term plans.
* Supervises the work of others.
* Performs related work as assigned by the Aging and Disability Services Director.
*Experience and Education * Experience in the management and direction of a program functions, division and or department relevant to the assignment.
Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred.
Experience and education may be substituted for one another.
*Knowledge, Skills, and Abilities * * Knowledge of local, state, and federal laws and regulations relevant to program activities and division functions; and the principles and practices of public administration and management.
* Skill in establishing plans and setting objectives and goals that support an overall organizational strategy.
* Ability to manage and organize program activities and division functions; to establish goals and objectives that support strategic plan(s); to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
*Other Characteristics * * Fluent in English and Spanish oral and written communications.
* Must pass background check.
*Registration, Certification, or Licensure * * Valid Texas Driver’s License * Certification for Community Resource Specialist – Aging/Disabilities (CRS-A/D) by Alliance of Information and Referral Systems (AIRS).
