Essential Duties and Responsibilities
The Staff Accountant I reports to the Restricted Grants Manager and is responsible for assisting the Restricted Funds Office in the maintenance of the College’s accounting systems and internal controls to provide accountability and reporting for restricted funds including grant/donations, endowment funds, and scholarship funds.
Characteristic Duties and Responsibilities Assist in establishing and maintaining separate accounting funds for each grant/award to maintain fiscal integrity and to monitor cash requirements, actual expenditures, and budget availability of individual restricted funds.
Responsible for proper classification of expenses from restricted funds in the general ledger and the financial statements.
Prepare journal vouchers to include interfund, intrafund, and cash transactions and ensure these are properly recorded.
Manage and control general ledger and subsidiary ledger accounts for all restricted funds transactions.
Reconcile grant accounts on an ongoing monthly basis.
Assist in the processing of travel advances, travel expense reports, and travel close-out journal entries for restricted funds.
Approve requisitions and other inter-fund expenditures for restricted funds.
Assist in ensuring the propriety of all payments from restricted funds to vendors by working with accounts payable staff in reviewing open purchase orders and approving payments.
Responsible for filing monthly, quarterly, and annual reports for all Federal, State, and Local grants to ensure timely reimbursement of restricted funds expenses.
Advise program directors of their funds’’ financial position and suggest budget revisions if applicable to ensure restricted funds are spent as per contract/grant agreements.
Develop budget reports and make projections of expenditures for restricted funds so that appropriate actions are taken by project directors/grant administrators.
Conclude all fiscal activities and preparation of the annual College’s budget.
Assist in the preparation of the annual College’s budget.
Assist in the preparation of the monthly Board Report.
Assist in the development of reports for analysis of balance sheet accounts such as cash, inter-fund, liabilities, payroll suspense, and payroll clearing accounts.
Assist in the development of reports from the Human Resources and Payroll Banner Modules to strengthen internal controls and financial reporting on personnel assignments and payroll expense information.
Assist in the development of reports from the Student AR Banner Module in collaboration with the Bursar’s Office and Information Technology Offices to facilitate Title IV reporting.
Assist in developing and improving internal controls and accounting procedures to safeguard the College’s assets and financial information.
Verify the accuracy and integrity of data provided from reports generated by the Banner System.
Prepare year-end lead schedules, supporting information, and financial statements for the College’s year-end audit following Guidance, the State of Texas Single Audit Circular, and GASB.
Performs all other duties as assigned by the Restricted Grants Manager and Vice President of Finance and Administration with the utmost confidentiality as most activities and transactions of the office are of sensitive and confidential nature.

Required: Bachelor’s degree in Accounting or related field with at least 18 credit hours in accounting.
One to two years of work experience in an accounting-related position.
Preferred: Experience in governmental accounting.
Knowledge, Skills and Abilities Skilled in the use of 10 key calculators and the use of personal computer software such as Excel, Word, and other Windows applications.
Must know Generally Accepted Accounting Principles, fund accounting, and other industry guidelines.
Must have the ability to communicate effectively and work with personnel, management, granting agencies, and customers professionally and courteously.
Must have the ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
Must have strong analytic skills.
Must be able to work independently as well as a team player within the department with others.
Must be able to write reports, business correspondence, and procedure manuals.
Must be able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
